That means that PCs will be referencing these powers often, mostly in combat. While they are still complex features to a class, 90% of what your character can do are powers. Many class features, like the Bard's Words of Friendship are also defined as powers. The Powers system of 4th Edition Dungeons and Dragons gives each class an equal amount of powers to represent their capability as an adventurer.
